Ito ay programa ng Provincial Agricultural and Fishery Council (PAFC), Philippine Coconut Authority (PCA), Municipal Agricultural and Fishery Council (MAFC), Municipal 4-H Club Vinzons at Vinzons Pilot High School (VPHS).
